## Summary
Final coverage cleanup to reach the 90% test coverage target specified in ROADMAP.md and CLAUDE.md.

## Background
- Current coverage: 89.44%
- Target coverage: 90%
- Main gaps after CLIAPI-41, 42, 43, 44 are complete:
  - `routers/sessions.py`: 61% (will improve after 41)
  - `services/session_manager.py`: 74% (will improve after 42, 43)

## Implementation

After dependency tickets are complete:
1. Run `make test-cov` to identify remaining gaps
2. Add tests for any remaining uncovered lines
3. Focus areas likely to still need coverage:
   - Edge cases in streaming code
   - Error handling paths
   - WebSocket edge cases
   - MCP router edge cases

## Files to Modify
- Various test files as needed based on coverage report

## Dependencies
This ticket should be worked AFTER:
- CLIAPI-41 (router tests for multi-turn)
- CLIAPI-42 (resume_session implementation)
- CLIAPI-43 (continue_session implementation)
- CLIAPI-44 (hypothesis tests)

## Acceptance Criteria
- [ ] `make test-cov` passes without `fail-under=90` error
- [ ] Total coverage is 90.0% or higher
- [ ] No test skips introduced
- [ ] All 800+ tests pass

## QA Instructions
1. Run `make test-cov` - should complete without coverage failure
2. Run `make test` - all tests pass, 0 skipped
3. Check coverage report shows >= 90%
4. Verify no files dropped significantly in coverage
