## Problem

When landing on entity list pages (issues, projects, milestones, documents, labels, tags, comments), the filter dropdowns should default to showing all items rather than a specific filter value.

## Current Behavior

Some filter dropdowns may default to a specific value or have unclear initial state.

## Expected Behavior

All filter dropdowns on entity pages should:
1. Default to 'All' or 'All [Entity Type]' option
2. Show the complete unfiltered list when the page first loads
3. Only filter when the user explicitly selects a filter value

This is more intuitive because:
- Users see all items initially, matching what the table displays
- Filtering is an explicit action, not a default
- Reduces confusion about why some items might be 'missing'

## Scope

Apply to all entity list pages:
- Issues (`/web/issues`)
- Projects (`/web/projects`)
- Milestones (`/web/milestones`)
- Documents (`/web/documents`)
- Labels (`/web/labels`)
- Tags (`/web/tags`)
- Comments (where applicable)

## Acceptance Criteria

- All filter dropdowns on entity pages default to 'All' option
- Page loads show complete unfiltered list
- Selected 'All' option is visually clear in the dropdown

When no checkboxes are selected, all items are shown. 2. **Standalone dropdowns** (Comments): Show 'All Types'/'All Authors' text and have explicit 'All' option at top of dropdown. 3. **Backend**: Route handlers use Optional[List[str]] = Query(None) for filter params, meaning None = no filter = all items. ### Testing Performed - Verified Issues page: all filter checkboxes unchecked by default, all issues displayed - Verified Comments page: dropdowns show 'All Types'/'All Authors' text by default ### Recommendation **Close as Already Implemented** or request specific reproduction steps if the reporter still experiences issues.
