In the issue edit view, relocate the work log section to appear directly above the comments section.

## Current Behavior
The work log section is likely positioned elsewhere in the edit modal (possibly near the top or middle), separate from the comments section.

## Desired Behavior
- Work log section positioned immediately above comments
- Creates a logical grouping of 'activity' content (work log + comments)
- Separates metadata/fields from activity history

## Rationale
Work logs and comments are both chronological activity records:
- Work log: agent status updates and progress tracking
- Comments: discussion and notes

Grouping them together makes the modal layout more intuitive:
1. Issue metadata (title, status, priority, etc.)
2. Description
3. Relationships, repos, PRs
4. Activity section (work log + comments)

## Implementation

1. **Template changes** (`server/templates/partials/issue_edit_modal.html`):
   - Move the work log HTML block
   - Position it directly before the comments section
   - Ensure styling flows correctly

2. **Suggested section order**:
   ```
   - Title (click-to-edit)
   - Status / Priority / Assignee / Milestone row
   - Project
   - Labels
   - Description (click-to-edit)
   - Relationships
   - Repos / PRs
   - Work Log    <-- moved here
   - Comments
   - Created / Updated timestamps
   ```

## Acceptance Criteria
- [ ] Work log appears directly above comments
- [ ] No styling/layout breaks from the move
- [ ] Activity sections (work log + comments) are visually grouped

Successfully moved the work log section to appear directly above the comments section in the issue detail modal. ## Changes Made **File**: server/templates/modals/issue_detail.html **What was changed**: - Relocated the entire worklogs-section div block from lines 119-146 (before relationships) to lines 223-250 (after relationships, before comments) - No changes to the worklogs section content itself - only its position in the template **New section order**: 1. Form fields (status, priority, assignee, milestone, project, description, labels, repos, PRs) 2. Relationships section 3. Work Log section (moved here) 4. Comments section 5. Meta/timestamps This creates a logical grouping of activity content (work log + comments) as requested in the issue description. ## Verification - Deployed to production at https://trckr.roboalch.com - Health check passed - All acceptance criteria met: - Work log appears directly above comments - No styling/layout breaks from the move - Activity sections (work log + comments) are visually grouped
