Create chart component to visualize usage over time (Storybook-first development).

## Implementation
- Create src/src/components/organisms/UsageChart/UsageChart.tsx
- Create src/src/components/organisms/UsageChart/UsageChart.stories.tsx
- Create src/src/components/organisms/UsageChart/UsageChart.test.tsx
- Use recharts library for visualization
- Support views: daily, weekly, monthly
- Show cost and token trends

## Chart Types
- Line chart for cost over time
- Line chart for tokens over time
- Switchable view (cost/tokens toggle)

## Storybook Stories
1. Daily view with cost data
2. Weekly view with token data
3. Monthly view with both metrics
4. Loading state
5. Empty state (no data)
6. Error state

## Component Features
- Responsive and mobile-friendly
- Tooltips show detailed info on hover
- Loading skeleton while data loads
- Axis labels formatted correctly
- Color scheme matches design tokens

## Acceptance Criteria
- All Storybook stories render correctly
- Charts display data correctly
- Toggle between cost/tokens works
- Responsive layout works
- Tooltips show on hover
- Component tests pass
